Real Estate’s Hopes from The Upcoming Union Budget

The Indian real estate sector is a crucible of economic growth and employment. The sector stands at a crossroads as the government prepares to present its Union Budget. Though it has massive potential, the Indian housing industry still faces numerous hurdles.
To generate more growth and address the housing needs of the growing population, particularly in the low and mid-income segments, the budget must include tax breaks, regulatory reforms, and financial assistance measures.
Affordable and mid-income housing
Affordable and mid-income housing is the foundation of the real estate industry, meeting the urgent housing needs of the enormous LIG and middle-class population. To significantly boost this section, the following strategies are critical:
Interest Subsidies and Housing Loans: Widening the scope of the Pradhan Mantri Awas Yojana (PMAY) and raising the interest subsidy for housing loans is the need of the hour. Doing this will make homeownership more affordable. Reducing interest rates will also lower the financial stress put on aspiring homebuyers.
Enhanced Credit-Linked Subsidy Scheme (CLSS): Extending and improving the CLSS can provide financial relief to mid-income housing buyers. Both the income eligibility threshold and subsidy amount should be raised.
Single-window Clearance for Affordable Housing: A single-window clearance system for budget home projects will help considerably to make the incredibly complex approval process more streamlined and simple. This, in turn, would help to decrease delays in possession of such units and reduce the overall costs.
Tax breaks to lighten the load
Tax breaks are critical when it comes to making homeownership more approachable, and they can also encourage builders to take on new affordable housing projects:
Raise Tax Deduction for Housing Loan Interest: Raising the tax deduction limit under Section 24(b) of the IT Act is long overdue and the need of the hour. The deduction limit should be increased from the current Rs. 2 lakh to at least Rs.3 lakh or even more.

Incentives for First-Time Buyers: First-time homebuyers should get further sentiment boosters. For instance, the government can raise the deduction limit under Sections 80EE and 80EEA for such buyers.
GST Reforms For Developers: GST rates applicable on construction materials and services can help lower overall project costs for builders. Also, a reduced GST rate for affordable housing projects would help attract more builders to this vital segment and to pursue such projects.
Policy Measures and Provisions: Indirect Increases
Apart from direct financial boosters, the budget can introduce many policy initiatives that will indirectly improve sentiment in the housing sector:
Fast Track Infrastructure: This government is certainly determined to develop infrastructure like roads and public transport such as metros and railways. This helps expand the metropolitan areas and boosts affordable housing, which is usually developed in emerging areas where land is cheaper and infrastructure is still catching up. However, we need a much faster roll-out of such projects so that connectivity to such areas improves at a faster pace.
Land Reforms: Simplifying the overall land acquisition process will help developers speed up their supply of new projects. There is an express need for an open and effective land records management system that reduces disputes and, therefore, project delays.
Better Finance Access: Developers always need access to financing, but smaller and medium-scale players are at a bigger disadvantage than big players. The budget could consider announcing a separate real estate investment fund and also credit guarantees to such builders so that their cash flow improves.
Rental Housing Policy: Rental housing would benefit from favourable policies and tax incentives for those who cannot afford to buy homes. Implementing a model tenancy law and providing tax breaks on rental income would help a lot.
The Union Budget is an ideal platform and opportunity for the government to give teeth to its Housing for All scheme. While the original 2022 deadline was not met, it is not too late to revive this dream and make it a concrete reality. The Indian real estate sector certainly looks forward to such boosts for both homebuyers and builders.

Covestro AG enters into concrete negotiations with Adnoc regarding a potential transaction
Based on the open-ended talks held so far with Abu Dhabi National Oil Company („Adnoc“) the Board of Management of Covestro AG (“Covestro”) after consultation with the Supervisory Board has today decided to enter into concrete negotiations with Adnoc regarding a potential transaction and the potential conclusion of an investment agreement as well as to allow for an adequate exchange of company information to confirm assumptions (confirmatory due diligence).
In the view of the Board of Management, the discussions so far have shown that Covestro and Adnoc can generally reach a common understanding regarding core aspects of a possible transaction including support for Covestro’s further growth strategy.
Starting point for the negotiations is a possible offer price of € 62 per Covestro share that Adnoc has indicated to Covestro, which is subject, among other things, to the results of the confirmatory due diligence and agreement on the content of an investment agreement.
”We have made good progress in our discussions with Adnoc. Therefore, we have decided to enter into concrete transaction negotiations with Adnoc”, said Markus Steilemann, CEO of Covestro.
Adnoc and Covestro both intend to proceed with the negotiations about a potential transaction and the confirmatory due diligence in a timely manner. At this time, there is no certainty whether the upcoming negotiations will lead to an agreement. There is also no certainty as to the final terms of any such agreement.
Any potential transaction would, in addition to mutual agreement on the commercial and legal transaction parameters, among other things, be subject to the approval of the respective boards of the parties and clearance by the competent authorities.
In light of the recent developments, the Capital Markets Day scheduled for June 27, 2024, will be postponed until further notice.

The IET‘s Annual Flagship Tech Event launched in 2016 as the IoT India Congress, playing a crucial role in promoting IoT innovation and business value. FLO organised a full-day conclave on MSMEs & Inclusive Growth
Hyderabad, June 25th, 2024: FICCI Ladies Organisation(FLO) organised a day-long conclave on MSMEs & Inclusive Growth in a city hotel in Necklace Road on Monday.
It was formally inaugurated by Smt Joyshree Das Verma, National President of FLO who was the special guest at the inaugural along with the current and past chairpersons of FLO
Dr Sridhar Babu who joined immediately after the inauguration said no world exists without women. He complimented all the women in the hall for all they have been contributing to the industrial growth of the State.
The TG Government is committed to TS industrial growth and every sector of our governance. The governments come and go, but continuity of policy is important. Our government will continue all the rightful policies of previous governments in the best interest of the industry, he said
We were the first to identify the potential of IT in 1992 and laid the foundation for the Software Technology Park of India, he shared.
TG Govt to come out with States’ first MSME Policy which will be placed in the next assembly session the IT Minister D. Sridhar Babu announced. He sought industry suggestions in its policy drafting. The work of the same is underway. This policy will focus on the inclusive growth of the MSME sector. We want inclusive growth of MSMEs. We will strengthen them, he told the audience
He highlights the importance of skills and the availability of a good pool of skill sets in the state. And to augment further we will soon come out with Skill University on the lines of ISB which will be managed and run by the industry, he added.
It will also have a digital focus as that will be the future to enhance digital skills and capabilities of the future workforce, he added.
We have 200 GCCs (Global capability centres) in the state and more are expected, he added.
We will transform our IT industry from software development to finished products industry, Sridhar Babu said. Coding may soon become obsolete, he opined.
The Y2K scenario which we witnessed in the year 2000 will be repeated in the case of AI where our people like in the Y2K dominate by offering their services, the IT Minister added.
We aim to make Hyderabad the future capital of AI. It will have a special focus on MSMEs. The past brain drain will be reversed in this case, he added.
Another major announcement he made in response to a question was that the government is exploring possibilities of parallel rail connectivity along with the 320 km long RRR.
Joyshree spoke about FLO’s Journey: Catalyzing. growth and inclusivity for women entrepreneurs. Our vision is the growth and inclusivity of women entrepreneurs in India.
Joyshree further said MSMEs are contributing 30% of India’s GDP and 45% of manufacturing output and generating 11 crore employment.
A MoU was inked between FLO & Ni-MSME and the same was exchanged by Smt Joyshree Das Verma and Dr Glory Swarupa, Director-General ni-msme.
Giving her welcome address Priya Gazdar, Chairperson of FLO Hyderabad Chapter said as we all know, MSMEs play a pivotal role in economic development. Globally, MSMEs account for over 90% of businesses and more than 50% of employment. This sector’s ability to create jobs, foster innovation, and drive economic diversification is unparalleled.
FLO Hyderabad Chapter is proud to have facilitated the MoU between FLO National and nims-may, the pioneering and only-of-its-kind central government institution in India for capacity-building, skill-upgradation, research and entrepreneurship development, focused solely on the SME sector. She thanked Nims-may and Director-General Dr. Glory Swarupa for joining hands with FLO to further the cause of women in MSME.
Followed by an inaugural panel discussion held on Women-led MSMEs: Opportunities, Challenges and Expectations. The Panelists were Dr Glory Swarupa, Director-General ni-mane; Sita Pallacholla, CEO of We-Hub; Vatsala Mishra, Director-MSME & Retail, Govt of Telangana. It was moderated by Priya Gazdar.
The Panelists shared relevant policies, schemes, support etc and RAMP —”Raising and Accelerating MSME Productivity”, a Central Sector Scheme by the Ministry of Micro, Small & Medium Enterprises. The scheme aims to scale up the implementation capacity and coverage of MSMEs in the States, with impact enhancement of existing MSME schemes.
Women have much more capabilities than PPP-Pickle, Papad, and Petticoats. They are into precision engineering and others added Dr Glory Swarupa.
In a fireside chat Kishore Kedari, Head of Production, Arka Media Works and Rajeev Ranjan, Co-founder & COO, Spirit Media spoke on the big picture: the role of small businesses in film and media.
