Safety and security changes in the transportation of goods by sea, road and rail to the EU
Bengaluru 10th Jan , 2024: The European Union’s new customs pre-arrival safety and security system – Import Control System 2 (ICS2) – will introduce a new process for entry of goods by maritime and inland waterways, road and rail in the EU[1] as of 3 June 2024. This is the third phase or release of the implementation of the new system that will extend safety and security data reporting requirements to all modes of transport. Similar requirements already went into force for air transportation of goods.
With this third release, maritime and inland waterways, road and rail carriers will also need to provide data on goods sent to or through the EU prior to their arrival, through a complete Entry Summary Declaration (ENS). This obligation also concerns postal and express carriers who transport goods using these modes of transport as well as other parties, such as logistics providers. In certain circumstances, final consignees established in the EU will also have to submit ENS data to ICS2.
Traders are strongly advised to prepare in advance for Release 3 to avoid the risk of delays and non-compliance. Affected businesses will be required to make sure they collect accurate and complete data from their clients, update their IT systems and operational processes, and provide adequate training to their staff. From 11 December 2023, traders will also need to successfully complete a self-conformance test before connecting to ICS2, to verify their ability to access and exchange messages with customs authorities.
EU Member States will grant authorisation, upon request, to the affected traders to gradually connect to ICS2 within a time-limited deployment window. Member States can grant the deployment window anytime within the following timeframes: from 3 June 2024 to 4 December 2024 (maritime and inland waterway carriers); from 4 December 2024 to 1 April 2025 (maritime and inland waterway house level filers); and from 1 April 2025 to 1 September 2025 (road and rail carriers). If traders are not ready on time, and do not provide the data required under ICS2, goods will be stopped at the EU borders and will not be cleared by the customs authorities.
The EU is a major player in international trade – it accounts for around 14 % of the world’s trade in goods. By collecting safety and security data, EU customs authorities will be able to detect risks earlier and to intervene at the most appropriate point in the supply chain to keep trade safe for the EU and its citizens. ICS2 will simplify the movement of goods between customs offices at the first point of entry and final destination in the EU. ICS2 will provide a single access point to communicate with all EU Member States’ customs authorities for all EU operations instead of 27 national interfaces. For traders, ICS2 will also streamline requests for additional information and pre-departure risk screening by customs authorities, thus reducing administrative burdens for businesses.
ICS2 in detail
ICS2 has been prepared in close collaboration between the European Commission, Member States’ customs authorities and businesses. The system is being implemented in three releases that will gradually replace the existing import control system.
With Release 1, from 15 March 2021, postal and express consignments coming to or through the EU by air became subject to a subset of the Entry Summary Declaration (so called pre-loading advance cargo information – also known as PLACI) prior to their loading onto the aircraft bound for the EU.
With ICS2 Release 2, from 1 March 2023, air cargo general consignments also became subject to the PLACI filing and to the complete set of data of the Entry Summary Declaration (ENS) prior to their arrival.
Release 3 is the third phase and will include maritime and inland waterways, rail and road modes of transport from 3 June 2024. Affected traders will need to be operationally ready for ICS2 within a time-limited deployment window. Like Release 2, the data filing will be provided in one single complete ENS filing, if all the necessary data is available to the party that files and assumes the responsibility for bringing the goods into the EU customs territory. Alternatively, it can be done with multiple filings, where more than one partial ENS filing is submitted by different actors in the supply chain. In case of multiple filings, each filer is responsible for ensuring that their own filings are submitted in a timely, accurate and complete way.

upGrad records 65,000+ Graduates in CY2023; enrollments continue to soar
Bangalore, 10 January 2024: upGrad, one of Asia’s largest integrated learning, skilling, and workforce development majors witnessed a record-breaking 65,668 graduates in 2023. Out of the total, 22,000+ completed the long format courses and nearly 44,000 learners were a part of its own-branded certification portfolio encompassing Agile Methodology, Project management, DevOps, Cloud Computing, Blockchain etc. The long-format portfolio includes university-led higher education and upskilling programs. Interestingly, the total number of women enrolments within this segment rose to 40% in the same year, making courses in Digital Marketing, HR, and Data Science their top picks.
As per upGrad Insights, long-format courses remained popular amongst mid-career professionals with 4-10 years of work experience while freshers and early professionals with 0-3 years mostly relied on certifications for instant skill-up. The company’s dedication to making upskilling a mainstream phenomenon is evident in the growing numbers, as seen in a 55% increase in enrollments for Machine Learning courses during the July-August-September quarter of the same year from 2022. It further demonstrates the rising demand for AI-ready talent.
On average every quarter 330+ women professionals with 10+ years of work experience have enrolled for upskilling courses, demonstrating the necessity to stay updated in times when job specs seem to be evolving at a breakneck pace. As per upGrad’s marquee India Career Upskilling Report which surveyed over 3500 urban professionals, 2 out of 3 people who upskilled were parents. Despite their parenting duties and work pressure, parents believed and invested in upskilling.
“Wider acceptance of continuous learning has encouraged Indian professionals to understand market needs and upskill for stronger career growth. We’ve also noticed interesting variations in their learning patterns and preferences, strengthening our commitment to creating more market-ready offerings for a scalable economy. Although it’s an eventual transition, nearly 30% of our QoQ enrolments on average come from Tier 2 & 3 cities, signifying the gradual adoption. We closed 2023 on a very high note and this year will only accelerate our commitment to impacting a bigger learner base while also supporting GOI in powering India’s online learning infrastructure and nation-building,” concluded Mayank Kumar, Co-founder and MD, upGrad.

You Care Lifestyle announces the Launch of You Balance Powder
You Care Lifestyle proudly unveils its first in-house product. This remarkable product is the first gem in a series of health powders meticulously crafted through the fusion of science, ancient wisdom, and Team Luke’s years of expertise in addressing various health conditions, including diabetes, cancer, thyroid issues, and gut disorders.
Tackling Chronic Inflammation: The Root of Health Issues
As we continue to grapple with health related diseases, due to unhealthy lifestyles – the importance of balance becomes increasingly clear. In 2019, terms like “Coronavirus,” “pandemic,” and “immunity” became integral to our lives. Strengthening immunity isn’t a one-day project; it’s a continuous effort that demands an in-depth examination of the underlying causes of low immunity, lifestyle choices, habits, and overall health. A pivotal element in this endeavor is addressing the root cause of many health issues: chronic inflammation.
You Balance and Chronic Inflammation:
Chronic inflammation, often called the silent epidemic, is an underlying culprit in many health issues. Unlike acute inflammation, which is the body’s natural response to infections or injuries, chronic inflammation persists over an extended period and can silently wreak havoc on your overall well-being. It’s been linked to a host of diseases, including cardiovascular conditions, diabetes, cancer, and neurodegenerative disorders.
One of the silent impacts of chronic inflammation is on your immune system. Your immune system, responsible for safeguarding your body against pathogens, can become compromised due to persistent inflammation. It hinders the growth and functioning of immune cells, making them less effective in fending off infections and diseases.
Chronic inflammation is also a major contributor to metabolic disorders such as obesity and metabolic syndrome. The inflammatory molecules released during chronic inflammation can disrupt metabolic pathways, leading to insulin resistance and other metabolic abnormalities. Therefore, addressing inflammation is crucial for managing and preventing these diseases.
This is where You Balance steps in. With its blend of 11 scientifically proven ingredients, You Balance serves as your partner in managing chronic inflammation and preventing associated diseases. It supports your immune system, modulates inflammatory responses, and helps in reducing the production of pro-inflammatory molecules, ultimately promoting a healthier and more robust immune system and YOU.

Many of these ingredients support this solid approach towards prevention and recovery in conjunction with Team Luke’s medical treatments and lifestyle medicine .
“What sets ‘You Balance’ apart is the holistic approach. The real difference lies not only in the ingredients but in how they are incorporated into the formulation,” by Luke Coutinho – Holistic Nutrition – Integrative and Lifestyle Medicine and Co-founder, You Care Lifestyle.
